Progressive design-build is a project delivery method that enables owners, designers, and contractors to make critical risk decisions earlier in the project timeline. The team can evaluate risks, test options, and build a shared understanding before committing to price and schedule, creating a more predictable path forward.
Susan McCann and Jeff Burdick highlight how early collaboration helps teams address risk before it escalates. They emphasize that assigning risk to the party best equipped to manage it strengthens cost, schedule, and performance outcomes.

Energy is one of the largest and least visible cost drivers in wastewater systems. A single facility can consume as much power as thousands of homes, yet many utilities are now reshaping that equation.
In From Waste to Watts, Katie Richardson and Matt Pontikis examine how energy master planning helps utilities identify opportunities to become producers and generate energy from their own operations. Drawing on work with agencies like Milwaukee Metropolitan Sewerage District and Racine Water Utility, they outline how baseline analysis, goal setting, and flexible planning frameworks support lower emissions, stronger operational resilience, and more informed investment decisions.
The article also explores how utilities are integrating renewable energy, aligning with community climate goals, and building internal and external support to sustain long-term progress.
