Healthcare workers save lives.

Under international humanitarian law, hospitals, healthcare workers, and ambulances must be allowed to perform their crucial roles.

Over 120 armed conflicts are happening in the world, and millions of civilians are suffering the humanitarian consequences of them.

Respecting the rules of war is not an option: it is an obligation of all parties to armed conflicts.

When conflict separates families, silence can last for months, sometimes years.

In 2024, nearly 90,500 Red Cross Messages were delivered, helping people separated by conflict reconnect with their loved ones when no other means of communication were possible.

War is not only fought on frontlines.

It is lived in homes without power, in streets without safety, and in families trying to survive another day.

Respect for civilians and access to aid are not optional; they are essential.

In armed conflicts, not everything or everyone is a lawful target.

Cordula Droege, ICRC's chief legal officer, explains what’s allowed on the battlefield and how the principles of distinction, proportionality, and precaution are meant to protect lives.

Speaking to the UN Security Council during Protection of Civilians Week, ICRC President Mirjana Spoljaric warned that armed conflict does not happen in a vacuum: where politics fail, wars follow.

The laws of war are clear:

Hospitals, ambulances, patients, and healthcare staff are never targets.

Even wars have limits.

Around 24,000 lives shattered each year: that was the world before the Anti-Personnel Mine Ban Convention.

By 2024, that number had dropped by more than three-quarters, proof that change is possible. But now, the tide is turning.

As militaries once again reach for weapons that cannot distinguish between soldier and civilian, we risk undoing decades of progress. The consequences won’t just be immediate and they will echo for generations.

ICRC legal adviser Fahad Ahmed explains why allowing landmines back into use could spark a humanitarian disaster we cannot afford to repeat.

Some IHL violations happen in plain sight. Others happen in the shadows - in jail cells, detention centres and interrogation rooms, far from public scrutiny.

At the UN Security Council debate on the protection of civilians, over 85 states, led by Jordan, Brazil, China, France, Kazakhstan, and South Africa, along with the ICRC, issued a warning, stating that respect for international humanitarian law is eroding and demands immediate political action.

In response, a High-Level Conference on Humanity in War will take place in Jordan on 7 Dec 2026.
