This type of informal logistics—neither organized by corporations nor regulated by the state—arises from economic disparities between neighboring countries within a global capitalist system. The trade itself is closely tied to the planning of highways on a continental scale and to the local infrastructure that facilitates border crossings. In other words, the process is enabled by both the Mexican and U.S. government, who build robust transnational highways capable of handling high volumes of heavy goods vehicles (HGVs), while simultaneously hindering them with complicated and excessive bureaucracy—a paradox central to the emergence of any informal market.”
